Knowing the deep interest that you have always had in the establishment of the Hong Kong Mint, an interest that I have largely shared, and participating, as I do, in your conviction of its ultimate success, if properly administered. I cannot refrain from writing to you a little in detail respecting its present position, from my own observation during my recent visit to the Colony, I cannot shut my eyes to the fact that the fair play to which so important an undertaking is entitled, is at present not dealt out to it.
